...it's a quote from Dr Johnson. He wasn't attacking patriotism; he was attacking scoundrels. He had in mind people like Wilkes, demagogues who wrapped themselves in the flag to whip up hysteria. The equivalent in American terms would be Joseph McCarthy--or, of course, Donald Trump. Johnson himself was as patriotic, in his way, as you could ask for, and was the only prominent English intellectual of his time who fully supported the British cause in the American Revolution.
