and was turned down for the fact that it would offend too many others but then again that was 35 years ago

Even without the vowel, it's clear what is intended. I would bet that this license plate is recalled. I know PA has very strict rules about what kind of statement you can make with your license plate--even inoffensive phrases are forbidden if there is even a hint of topicality.

all states review personalized plates. Over time they have gotten more and more thorough in reviewing them as things that shouldn't have gotten approved did. I would imagine "fck" anything would be red flagged immediately for review. Also "trump".
