Why would Trump's lawyer make such an insane claim?
To see if any Republicans would condemn the statement. Predictably, everyone just seems to pretend that it didn't happen. It was maybe not so much a threat, but a test of the how far they can push and get no reaction from the GOP leadership, Senators and Representatives.

They're too afraid of the Mueller investigation revealing all that money laundering with the NRA and all that greasy Russian money flowing into GOP and their individual coffers. When Ryan swore everyone to secrecy after McCarthy made that joke about Rorabacher being on Putin's payroll, I knew they were all complicit. The GOP is as greasy as their despotic leader.
