WH had no idea Rudy was going to say what he said last night. Neither did a number of people around Trump. This is a car being driven by Trump and Rudy and the rest are all locked in their seats

It was not immediately clear whether the tweets were composed by Mr. Trump or if they were written by one of his attorneys or advisers, which happens on occasion.

Obviously Trump did not write them, but he does usually produce the tweets concerning the investigations surrounding him. Other, more formal tweets about official events, etc. are no doubt created by someone else.
