Is that if no lawyer will voluntarily work for him, but he can still pay, a court CAN basically dragoon any lawyer licensed in that jurisdiction to represent him and charge him for it.

some very big time attorneys and usually do to prevent avoidable appeals. Think Tim McVey, the OKC bomber, for instance.
