You can't sue Russia (sovereign immunity) and you can't sue WikiLeaks (they don't have an office to serve papers to), this is really a case against the Trump campaign. Until Mueller's case is resolved, there's no hard, provable evidence to build a case on. Add to which, in a critical election cycle, having the DNC bring up Russian meddling damages the Party's ability to say to voters that they're focusing on issues that voters care about.
