Smoke seen billowing from the building. Thankfully no injuries reported so far.

Let's play out the most probable scenario:

He gets financing from mobsters to help them launder cash obtained illegally. He overpays on construction materials which are all inferior grade and refuses to pay the contractors who did the actual construction (that gives him more money to line his pockets with). Then he insures the building to the gills based on what he claims the materials were worth (which they were not). Then he has someone burn it to the ground and he collects more money than was put into it. The mob gets their cut back. Donny makes a profit.

Sound about right?
