If allowed to retire, he might be forced to retire at a lower rank - the last rank he served honorably. In his case that would be as a Commander (O-5): two grades below his current rank.

Does Rump encourage him because he knows if Jackson quits it will make him look bad, or is it because he actually thinks he can pass the vetting? Surely Rump is capable of having an aide read the writing on the wall for him.
