that Mayor Rudy tried to order EMS, city hospitals and other emergency responders to keep New Years Eve crime victims alive until after midnight to keep that year's homicide totals down.
"Slimeball" doesn't begin to describe him.

the end of an investigation? Those being investigated have to do something in return, like cop a plea.

he says he's there to "negotiate and end to the investigation" as if it's some sort of civil lawsuit. That's absurd on its face.
He's clearly there to throw a monkey wrench into the works, and to try to sway public opinion.
