Obstruction Report, but keep going

Just a question: Could the special counsel issue an indictment or interim obstruction report, but keep the investigation moving in other areas?
(Manafort, Flynn, Cambridge Analytica, Prince, Kushner, etc)

In other words, if they officially state their case for obstruction, it is more of a beginning than an end, correct?

They are not forced to refer it to Congress and end the investigation. It is the OSC that decides when they are done, or the DAG, yes?
