In short clip yesterday, Cenk describes how the Groper's handlers have devised a successful trick to get him engaged long enough to make policy decisions. They stage a mock debate between two "contestants" in which Two-Scoops presides over and makes his decision.

They call it "Policy Time," and they try to get Donnie Dotard pried away from watching Fox long enough to perform it at least twice a day.

Truly, we are living in cartoon times.
