Question

I understand the theory of a permanent bureaucracy, sometimes out of control factions with bad intentions, and institutional bias but how did we go over two hundred years without a bunch of nutters railing against the moon about a so called "Deep State" ?

That seems a little too contrived and too convenient for me.

who keep the nation going during transitions and when things go out of whack. The worst thing Reagan ever did was foist the false impression that those who make government work are all lazy and redundant.

He also left a larger federal government than he inherited and raised taxes 6 out his 8 years. Even Reagan knew himself and he knew he was full of it.
