He doesn't have a clue about how computers, email and other technological communications work.
Someone probably used the expression and Trump grabbed it.

Clinton/DNC/Podesta types used a cleanup utility called BleachBit. BleachBit function is similar to CCleaner and is nice but hardly a weapons-grade hard disk eraser.
