The last time Trump sent missiles after a gas attack, he warned Russia ahead of time so they could move their planes.
Then Trump hit an empty airfield.

I think that's what's happening now.
While Trump "consults" with the experts, Russia and allies are getting out of the way.

Then Trump will hit another empty location, and brag how tough he is.

Alternatively, he's reportedly been watching TV news reports about the FBI raids on Cohen's office and apartment. Trump is incapable of multi-tasking so he's probably fuming and ranting about the "witch hunt."
