Trump Said He Wants to Pull Out of Syria, but...

Trump said he wants to pull out of Syria, but I thought he's always said that he won't announce what he wants to do. I thought he said that it was wrong to announce your plans because then the enemy will have a heads up. So, why did he announce it??!
