(146,333 posts)it would be legal to use U.S. troops. That's the loophole. He could do it, but there aren't enough troops available for such deployment, really. Even if there were, it would require significant training to keep their actions within constitutional bounds. That would take time.
It's impractical, illogical, and essentially a useless gesture. Trump is speaking from his ass, once again.
