Actually, MSNBC just corrected that. Those were the absentee ballots from Allegheny County. StevieM Mar 2018 #7

I don't think they have reported yet. The updated numbers were Allegheny absentees.

The two Westmoreland districts went for Trump by about 60 and 70 points. But they may be relatively small precincts.
