A lesson about how two dead bills become a law in Indiana:
A CBD oil bill is on its way to becoming a law in Indiana.
A similar bill passed in the house and senate but is now unnecessary because we dont need two CBD laws.
A bill allowing guns in church passed one chamber but got stuck in committee in the other.
The same thing happened to another bill that will provide free lifetime permits for gun owners.
A conference committee will meet Monday to replace the language of the CBD oil bill with the language from the two dead bills.
The two Democrats on the committee will likely refuse to sign off. So the Republican leadership will likely replace them with anyone they want so the bill can get committee approval and go to the governor for signing.
Zombie legislation is real.
While HB 1214 has now become a possessed zombie bill that is wandering the halls of the Statehouse, its companion bill, SB 52, is alive and well. If Senate and House lawmakers stay true to their promise, they will complete their work on SB 52 Monday or Tuesday and have it on the governors desk by mid-week. Of the ten CBD legalization bills that lawmakers introduced in January, SB 52 is THE bill that will cross the finish line intact, and in its current version, it will make CBD oil legal to buy, sell and possess in Indiana in the very near future.
And that is what turned HB 1214 into a mutant piece of legislation. You see, lawmakers need only ONE bill to legalize CBD oil. They came darn close to passing two. Totally unnecessary. A waste of time, when you really think about it.
But why let a perfectly good bill that has already passed BOTH chambers of the General Assembly die when you can instead stab it in the back, strip away its heart and guts and put it on life support -- then heroically save it from certain death by surgically implanting another bill or perhaps two into its lifeless body, stitch it up, and set it free in a joint committee conference room where everyone will act like nothing has happened and we are simply engaging in the wonders of modern democracy as our Founding Fathers intended?
You can now begin to understand why this is a very unique vehicle bill.

SB 33 was authored by Sen. Jack Sandlin (R-Indianapolis) and Sen. Jim Tomes (R-Wadesville), and it would allow individuals who can legally possess a firearm to carry a gun onto school property at a church as long as the church doesnt have a ban against guns. The full Senate passed the bill 43-5, and the House Public Policy Committee then approved the proposal 10-0. It was never called for a final vote in the House.
That sucks.

(13,340 posts)I am honestly shocked they would legalize cannabis oil. But we FINALLY allowed alcohol sales on Sundays in grocery and convenience stores.

Cannabidiol (CBD) is just one of over 85 cannabinoids presently identified in the cannabis plant and is the second most abundant cannabinoid in marijuana after THC. In hemp, however, THC is only present in trace amounts, while CBD dominates the plants makeup. CBD interacts with our naturally occurring systems, but is non-psychotropic, it doesnt cause a high. This makes it a safer, less controversial alternative, while still offering significant health benefits.

There are 6 states where CBD is completely illegal because all forms of cannabis are illegal in those states: Idaho, South Dakota, West Virginia, Nebraska, Kansas, and Indiana. For those of you who unfortunately live in these states, using CBD will be at your own risk. While this is not legal advice, law enforcement are not targetting people who use CBD for personal use. The only legal action thats been taken against CBD so far has been with retailers who sell the products.
In all of the 28 states with medical marijuana laws in place, the use of CBD is also protected by those laws. If you live in one of these states, you can use CBD with confidence.

A few of my fellow cannibas farmers are switching to hemp next year. Lots of money starting to roll through the industry

(297,375 posts)It has all kinds of health benefits.. I'm glad Hemp is becoming so lucrative for the growers. Still illegal in the USA, right?

(776 posts)There are pretty big plots of hemp here in oregon. It's still regulated but not nearly as much as growing legal cannibas
