Even with SBA set-asides, I've never seen the large scale multi-million dollar federal contracts go to "tiny start-ups". They require at least enough of the company's employees dedicated to the contract, even if the company is planning to use subcontractors. And those companies have to show they're legit, with current other contracts in place (and employees dedicated to those contracts...)
M'thinks the GSA really should be looking into these contracts, and see if they comply with SOX...
