Manafort and company seriously thought it was a get out of jail free card. They never considered state charges or the possibility that a pardon could be invalid if it were done to cover up a president's crimes.

Trump promised him pardon before this got out of hand - guaranteed. Just because they are ballsy, it doesn't mean their assumptions were correct. Surround yourself with unqualified and incompetent people and you will get what you pay for. We can reasonably expect Trump's legal advisors are also unqualified and incompetent.
