There are 854,955 Russian speakers in the US (per the US Census Bureau and reported by https://themoscowtimes.com/articles/number-of-russian-speakers-in-us-quadruples-in-30-years-census-report-says-26566.)

Is there any particular reason the US is not doing in Russia what Russia is doing here?

This suggestion is tit for tat on a level that we layman would appreciate. I sincerely hope that US intelligence agencies are doing more in the cyberwarfare arena.
