Generally, gambling is illegal - so things that are awarded based on pure chance must not alter the odds based on making a contribution.

That's why McDonalds/Starbucks/etc. prize games always have alternative free entry - and language in the fine print that guarantees that making a purchase does not increase your chances of winning.

The "fine print" here seems to comply with such laws:

10. DETERMINATION OF WINNERS: Ten (10) potential winners will be chosen by random drawing, from the pool of all eligible entries received during the Entry Period. The drawing will occur at the NRCC in Washington, D.C. on Saturday, March 17, 2018. Sponsor may, at its discretion, conduct background checks on some or all of the potential winners to ensure they do not present security risks to the NRCC. The Sponsor will then select one (1) winner best representing, in the sole judgment of Sponsor, the NRCC’s support across the country, and one (1) prize notice will be distributed. The winners will be notified no later than Saturday, March 17, 2018, by email or telephone.

11. So basically they pick 10 at random, then choose the best one of the ten. Then they do background checks and weed out any anti-trumpers.
