He probably means that Ivanka is so great and smart that it would be impossible to find anybody better to represent our country. Of course, that would also have to include himself, but it's unlikely he meant that.

Or you could take it to say that there are plenty of people out there that are better and smarter than Ivanka, but we just can't have them representing our country.
