NEVER!
Maybe 1 to 5% of cops fire their weapon at a suspect in 30 years of service.
Hell, in NYC in 2015, with 35,000 cops, they fired their weapons 65 times!! Do the math!
So dont try to tell me teachers will be prepared to shoot at mass shooters. Cops are trained to do this and are on the job every day and they make many mistakes when interecting with a suspected criminal.
This is beyond silly!

You can see the confusion and inability to engage this person even with trained professionals and no crowds with a weapon with much less capability for engaging crowds. Some individual officers have gotten lucky, but it is usually when the suspect stops to reload or pause for some reason (Fort Hood I and Dimebag Daryl's shooter).
This shooter did his damage in six minutes. The fact that he tried to also escape probably reduced the body count.
That we allow virtually anyone to walk into a store and walk out with this firepower for under $1000 is just amazing.
