Make people who own guns carry an insurance policy w/ a minimum liability clause.
Obviously people who statistically are likely to violate it, will either not get it or be able to only get it at a very high cost.
You want your corvette or ar-15, then at the age of 19, you're going to have to pay a small fortune which people like Nikolaus Cruz would never be able to afford. Thus he would never have gotten the gun.

But it's a non-starter.
Here's the thing. You can buy that insurance now. The NRA sells it. The NRA would ---LOVE--- it for to be mandatory. Their revenue would expand 10 times over night.
Furthermore, auto insurance is to buy a new car. We cant buy new lives.
Finally, no insurance covers intention acts. It's not that insurers CAN'T cover intentional acts. it's just a business that would be impossible to profit in, so ---NO--- insurer in history has ever offered it.
I suppose you could write a law that the forces the government to issue intentional murder insurance. But it would be so expensive as to not be affordable, and the SC would rule it unconstitutional as an end-run gun ban (they've already ruled on that in the past)

"Deer hunting with family" might be a good reason, "self defense" would raise red flags.

Fingerprint activated safes are on the market now and very secure.

A gun is dangerous, having one behind glass makes it easy for anyone.
