Here, because they should have been illegal for him to obtain or own a gun just on principle.

There, because of some trait or behavior that should have made his obtaining or owning a gun illegal.

It's not a statement that there is a law that should have been applied; it's a statement that there should have been a law.

a weapon. The NRA is opposed in principle to any laws that would prevent someone like him from purchasing firearms.
