Every Chicago high school has at least two armed Chicago police at all times. No shoot outs. The killing takes place in the neighborhoods where there are no guards.

... for would-be school shooters.
They wouldn't have to bother smuggling a weapon into the school - hell, they wouldn't even have to buy one. The guns would already be there on the premises. You'd just have to overtake one teacher who's carrying - and you're armed and ready to roll!
