Some may argue that it borders on genius.

Maybe it is because they think about things in ways that the average person does not? As we go thru life playing checkers, they are playing chess, trying to figure out ways to benefit their own greed or ego, through theft or deceit, if necessary. They have traits not common to the average person.

Donald Trump has a criminal mind, in my opinion. There is no empathy or desire to help his fellow man. There are only ideas and schemes and deals to help himself.

In order to keep up or stay ahead of criminals, it is necessary to think like a criminal. That is the only way their actions can be seen in a rational way, in my opinion.
