Maybe, just maybe the fact that ones who couldn't get security clearance, but kept their

jobs anyway were threatened with exposure to the public if they didn't toe trump's line. In other words, being blackmailed by trump himself.

What better way to get things going where you want them, but having a secret to hold over the people working for him..

I thought of this too. Maybe not as direct blackmail ; but in the same way that organized crime functions on a system of secrets kept by one and all and the higher up the ladder you go the darker the secrets tend to be.
