Mueller's team has been negotiating with Trump on interviewing him, which means that they are getting close to the end and getting close to Trump. In the time that it would take to nominate and confirm a replacement for Rosenstein, Mueller could release any sealed indictments, issue any indictments that he thinks he has enough evidence for,(including members of his family) and indict or issue a report on crimes committed by Trump that he thinks he has evidence for. Mueller may have even informed him of this.

If he manages to fire them both in one strike,by going down the line, it will make him look as guilty as hell and be devastating for the party.

Trump may be under the delusion that the Nunes memo has damaged the credibility of the investigation enough that he thinks he could pull something off, but others in the administration would be trying to talk him out of it or doing what Mgahn did in refusing the order.
