Here's his quote from the article:

Former New York mayor Rudolph W. Giuliani, a Trump ally and former federal prosecutor who is close to some FBI officials, said his party “must be careful.”

“Republicans could be clearer, whether these issues turn out to be legitimate or not, that their focus is on the leadership at the time of the FBI — not the agents,” Giuliani said. “There are tremendous worries about conduct that deserve attention, but make sure to stay on that.”

Notice in the second paragraph how he tries to focus any malfeasance on "the leadership" of the FBI and "not the agents."

Giuliani has had close ties with many New York based FBI agents since his days as a Federal Prosecutor. It's how he knew so much inside information in the days leading up to the 2016 election.

With this quote, he's trying to focus on Comey, Wray, McCabe, et al. At the same time, he's trying to maintain his street crew with the rank and file agents, mostly in the New York office.

Giuliani should be careful. He was pretty close to a lot of the shit going on around Trump. After all, it was widely reported that he was a leading contender for Attorney General. If there's any dirt on him, Robert Mueller may find it and decide that he needs to act.

This Giuliani October Surprise was strategically planned to hit the media at just the right moment to maximize the chaos and make it humanly impossible to recover from this bombshell.

It sent the opposition into a panic as it was designed. Obama, Clinton, the Clinton campaign, even FBI Comey froze, sent into a state of shock, and panicked due to this smear campaign based on bare faced lies.

Giuliani deserves the Nazi Fascist political operative merit badge for election 2016 for having engineered and pulled this stunt off.
