They admit that it is in the "judgments" of the Congressional authors..

In other words, it is their "opinions". Chuck Todd mentioned this on his program and he makes a legitimate point. In the second paragraph of link below, it states that it is the "judgments" of the members of Congress that wrote the "memo".
