3. The science history of the myth is kind of cool though.

There are two major air masses that compete for spring, a dry polar air mass and a moist subtropical air mass. If it is clear, the finding is the dry cold air mass is still dominant, and therefore winter continues. If it is cloudy, the finding is the subtropical air is working in and spring is just around the corner.

In actual practice... Even January has cloudy days and April sunny ones.
