last night during trump's SOTU speech, did he talk like he sounded as if he was drugged?

Interesting sidenote... Trump's speech was almost as long as a Bill Clinton address but... Trump used half the amount of words. So truly, Trump was talking excruciatingly slooooooowwwww.
