The Republicans shut the government down in late 2013 and most Americans blamed the Republicans for it. But, the Republicans made big gains in Congress at the 2014 election. While it was "only" a 13 seat pickup in the House, Republicans picked up a huge 9 seats in the Senate and took control - that prevented Merrick Garland being named to the Supreme Court a little over a year later (And, with a Democratic Senate, maybe Obama nominates somebody 10-15 years younger and with a more liberal voting record?)
