i.e., you will have to pay it (if applicable) on your 2017 taxes that you file by april 15, 2018.

however, it will not be effective for 2018 taxes, returns filed by april 15, 2019.


could it be challenged in court? i doubt it. at least, i haven't heard any legal argument for this. courts can't reverse a legitimately passed law just because it's stupid.

Laws can be repealed, amended, replaced. A democratically controlled Congress can and will do this. Trumpy, however, stands in the way. But he may be gone before the next election. A lot of people may be gone from the Executive Branch before the next election. Nonetheless, a GOPer will remain in charge of the Executive Branch until 2020. So the road is long and treacherous.
