above the Courts, above even the Wisconsin State Constitution and the United States Constitution... at least that's what he thinks.

It's hard to know exactly what the criteria are for signs deserving of citations. Is there some language hidden in the Constitution, dictating the number of square inches of Free Speech allowed in certain areas of the Capitol? While Jeremy, Valerie and Laurie were receiving their tickets for a sign that was made up of three pieces of poster board, several of us were holding single-poster-board-sized signs in the exact same location (chatting with the cops and videoing the ticket-writing). No citations for the rest of us. :shrug: The "rules" seem to change every day, and every day it seems that Jeremy and Valerie are carrying the wrong type of signs. Are they being "targeted" by the Dept of Administration?

One last note on this, PLEASE go out of your way to THANK the Capitol Police, who have been exceedingly friendly, professional and courteous throughout this entire process. They KNOW that we are doing what we need to do to challenge the Dept of Admin's trampling of our Constitutional Rights, and they are following the command of superior officers. They give people every opportunity to comply with their requests prior to issuing tickets. :patriot:
