Why don't our federal workers demand the right to collectively bargain?

Why don't our federal workers demand the right to collectively bargain?
And why don't more public workers demand the same, then work to elect people who will make that happen?

3. The AFGE can't collectively bargain? What about the USPS employees?
Many fed jobs are covered by a collective bargaining unit.
