31. A few thoughts:
(Excuse the rough form; time presses somewhat, maybe.)

Military coordination and communication. Even command, maybe?

A good leader of irregulars has to be fatherly, be ready to listen to them... but to be somewhat stern -- in fatherly, not military conduct, terms. He also must be a superior military type who understands using irregulars, which a lot of commanders don't understand or favor.

Use aircraft where the other sides' planes and air defenses aren't concentrated, like to bomb/strafe attacking-forces without air support (especially if they don't have sams: aa guns seem prolific, so your planes may not be able to get low, but there is the demoralizing value of plane attacks) or to shoot down their helicopters (!!) -- or to, in numbers, to shoot down smaller-numbered bombing/strafing sorties (!!). But without some way to summon, direct the planes, the wrong people will get attacked -- and the wrong people shot down -- and the only time your planes will be in the right place at a useful time is if the other side isn't moving much. You really need combat-air-patrol ("on call" air support), but it's a "high" military thing most suitable for really-well organized, trained, coordinated professional-military forces.

Attacking-forces without air support and sams, and especially who do not know how to use aa guns, are subject to annihilation by aircraft. So don't clump up. Also if you stumble into fields of fire (mgs, guns, artillery), slaughter awaits. So never operate in a way that makes you especially vulnerable to the enemies weapons, defenses.

Recon, raids, patrolling, probing attacks and sabotage.

There are things irregular forces (if they're smart) are good for (sneaking up on things using good cover (like where the tanks, etc, can't follow, where you can't easily be seen, shot, etc), blasting away and then high-tailing it using cover -- this is very demoralizing on the adversary), and things they aren't (those requiring lots of military training, knowledge, discipline... sorry, guys).

I think that there may be some people in certain places who don't understand the severity of the situation in others. And then there's the psywar, etc, going on. Plus, there are always fools in every nation and time.

People who shoot at the wrong times waste ammo, plus they're liable to hit friendlies -- and generally, should be told in a friendly(!) way to go home until needed.

Libya shares little about its financial dealings, but there are some things we do know about the types of assets that were frozen and where Libya has invested its oil-rich wealth.Through various financial institutions, Libya has spread its wealth across at least 35 nations on four continents. The country owns a bizarre mix of investments, ranging from luxury real estate and publishing companies in Britain, to hotels in the Middle East, to a small stake in Italy's Juventus football franchise.

Libya has also invested hundreds of millions of dollars in poor and, in some cases, unstable African nations. The Libyan Foreign Bank even owns a stake in the Commercial Bank of Zimbabwe. All of that comes on top of the billions of dollars that Libya has socked away in the United States' largest and most influential investment banks. "Libya is just getting used to the fact they have a lot of cash on hand to invest," said Ashby Monk, a research with Oxford University who specializes in sovereign wealth.

The Obama administration's move to freeze $30 billion in Libyan assets has sent Wall Street banks scurrying to lock down Qaddafi's cash. Raising the question: How did America's biggest firms become bankers to one of the world's most corrupt men? Anti-money-laundering statutes are supposed to bar "the movement of illicit cash or cash equivalent proceeds into, out of, or through the United States ... United States financial institutions.” And when it comes to Libya, there's no such thing as licit cash: According to a WikiLeaked State Department cable: "Libya is a kleptocracy in which the regime has a direct stake in anything worth buying, selling or owning."

And yet, according to a cable from 2010, top U.S. banks were in bed with Qaddafi's Libyan Investment Authority: "Several American banks," our embassy in Tripoli reported, "are each managing USD 300-500 million of LIA's funds."

Firms reportedly playing banker to Libya's "sovereign wealth fund" include Goldman Sachs, Citigroup, JP Morgan Chase, and several private equity firms.According to federal law, before doing business with LIA, these banks were required to do "due diligence" to determine 1) That the assets were legitimately obtained and 2) That they were legitimately handled on behalf of the Libyan people and not, as one government source put it to Rolling Stone, "just a pass-through to a kleptocrat."
This source found it "hard to believe ... that a sophisticated Wall Street investment firm could legitimately believe" that Libyan assets passed those tests: "How could anyone do due diligence," the source asked, "and come to the conclusion that this was a good bet?"

Report: Saudi Facebook activist planning protest shot dead

Riyadh/Cairo - Saudi activists alleged Wednesday that state security shot dead a leading online activist, who was calling for a 'Day of Rage' on March 11 in the oil-rich kingdom.

Faisal Ahmed Abdul-Ahadwas, 27, was believed to be one of the main administrators of a Facebook group that is calling for protests similar to that have swept North Africa and the Middle East.

The Facebook group, which has over 17,000 members, is calling for nationwide protests and reforms, including that governors and members of the upper house of parliament be elected, the release of political prisoners, greater employment, and greater freedoms.

Online activists said they believe Abdul-Ahadwas was killed by state security and that his body was taken by authorities to 'hide evidence of the crime.'

Same thing was all over Egypt. I didn't want to post those protest signs here but it's out there. There's a video out there of his aunt in Israel, Jewish, disowning him. Stuff is going in all sorts of nasty directions now. Lots of Archie Bunkers all over this world sadly.

The Arab League has said it may impose a "no fly" zone on Libya in co-ordination with the African Union if fighting continues in Libya.

Wednesday’s Arab League ministers' meeting in Cairo rejected any direct outside military intervention in Libya, where Muammar Gaddafi is trying to put down a revolt threatening his four decades in power. They reiterated their condemnation of his use of force.

The Arab resolution called on the Libyan government to respond to the "legitimate demands of the Libyan people" and to stop bloodshed. The Libyan authorities must lift restrictions on media and mobile networks and allow the delivery of aid.

The Arab League demanded "the preservation of the unity of Libyan lands and civil peace" -- similar to the language it used in the run-up to the US-led invasion of Iraq in 2003.
