Walker goons
He thought about placing a goon squad into the rallies, but decided against doing so because he thought it might not work, not that it is immoral or dangerous. Now, would he have informed the police of this action? Most likely not, since the police are unionized.

So, had there been a false riot, and people hurt or killed, doesn't that make Scott Walker guilty of premeditated violence?

Does in my book. Jail time is the only appropriate action.

1. I would think that would be an impeachable offense
You can impeach a governor and not have to wait the year for the recall.

Unfortunately, people, even terrible, evil people are innocent when they dream.

I think that's why you can't have prior restraint without showing just cause.

At this point action group lawyers bird-dogging Walker. If he makes a wrong move, alarms will go off.
Sentiment in the state is really against him.

11. The only problem with that
is that we would then get his kooky lieutenant governor. Highly unlikely the Republican majority legislature would go along, short of his conviction of a felony (and exhaustion of all appeals, of course). By that time the year would be up and we could recall him, and install a Dem as governor. Wishful thinking at present.

if there had been agreement between Walker and ANY member of the staff, or affiliated group regardless of whether the actual "crime" had occurred or not.

on the other hand,

IF Walker had actively sought out people to start a riot but there was no agreement, then he could be charged with "soliciting" an illegal act.

but given he didn't act on that thought, I don't see how he could be convicted. I'm not a lawyer though.
