Secretary of State Debra Bowen is also considering running for the congressional seat being vacated by Democratic Rep. Jane Harman.

"She is very, very seriously considering running for Congress," Bowen campaign consultant Steve Barkan told the Sacramento Bee. "It's brand new news, and so she needs to take all factors into consideration."

Bowen's entry would set up a potential match-up against Los Angeles City Councilwoman Janice Hahn. A Democratic source tells POLITICO that both are likely to run, since they're both term-limited in their current positions and have little to lose in pursuing a safe Democratic seat.

Even the National Republican Congressional Committee appeared to already cede the soon-to-be open seat -- noting its Democratic make-up -- while taking a parting swipe at Harman.

that's most important. Harman is my Rep, don't know who I want to take her place.

Jane Harman's retirement plans has raised the prospect that her left-wing 2008 primary challenger, Marcy Winograd, could capture the seat in a liberal California district.

One possible hitch: Winograd, a Democrat tells POLITICO, has considered leaving the party all together.

A party source told POLITICO that before Harman announced her intent to head to Wilson Center, "an adviser to Winograd emailed Los Angeles Democratic Party chairman Eric Bauman informing him of Winograd's decision to leave the Democratic party and to register as a "decline to state", as independent voters are known in California.

Winograd and Bauman didn't respond to emails this afternoon seeking more detail on Winograd's party affiliation.
