whereas free speech is measured in dollars; whereas elections are costly to administer; whereas elections are often contested, leading to uncertainty and tying up the courts; whereas voter fraud is rampant; and whereas government should strive to make its operations as efficient as possible,
BE IT RESOLVED:
section 1. in lieu of elections, seats in both houses of congress and the presidency shall be decided by a simple tally of funds raised.
section 2. funds may be raised from citizens of the united states or of any foreign land, with the exception of non-citizens residing in the united states or its territories.
section 3. funds may further be raised from corporations, limited liability partnerships, or any other commercial enterprise, however it be formed, and wherever located its headquarters may be, whether domestic or foreign; provided, however, that any such commercial enterprise be for-profit; provided, further, that funds may be raised from churches and synagogues, but not mosques, even if they be constituted as non-profit.
section 4. funds may further be raised from other candidates under any agreement made with such candidate. promises made by candidate providing funds nor the candidate obtaining funds by this method shall be protected as free speech even if such funds were originally secured with vastly different promises.
section 5. candidates shall be legally bound to keep promises made to secure funds, to the extent such promises were made to commercial enterprises, but not individuals, unless such individuals have a net worth that would put them in the top 0.1% of the population of the united states if they were in the united states, regardless of whether or not they actually are in the united states; or unless they secure, with conflicting promises, a greater amount of funds for the same or future elections from commercial enterprises.
