8. Is Tet on the same day as the Chinese New Year?
We have a lot of Vietnamese-Americans here in my town and they have a big celebration for Tet. I'm not sure if they celebrate on the same day as the Chinese.

11. I believe it is the same thing
Vietnamese culture is closely allied to Chinese; for instance, many of the top practitioners of "Chinese" astrology are in fact Vietnamese.

14. i guess it is --
http://www.amchamvietnam.com/event/1260/detail

Traditionally there are four main days of celebration: TET Eve (Wed, Feb 2), and The First Day of TET (Thu, Feb 3), Second (Fri, Feb 4), and Third (Sa, Feb 5). Since one of the holidays is on the weekend, it is observed on Mon, Feb 7. The Vietnamese traditionally celebrated Tet from the fifteenth day of the twelfth month to the fifteenth day of the first month. And even today, business slows two weeks before up to two weeks after TET.

13. Yup. Heard the fireworks going off on my way home last night.
though it isn't nearly as raucous as in Honolulu, where the official weather forecasts for New Year's Eve include "areas of smoke". Seriesly.
