PPACA vs. GOP health care bill of 1993

In light of the federal judge in Florida that ruled the entire health care bill unconstitutional, here's a comparison of the current bill compared to the GOP's bill that was considered an alternative to Clinton's health care plan in 1993.

I'm curious how they didn't make a stink of the mandate back then. In fact, the only differences that apply are Medicare expansion, spending caps, and extended coverage for dependents.
