Radioactive substances from the crippled Fukushima No. 1 nuclear power plant have now been confirmed in all prefectures, including Uruma, Okinawa Prefecture, about 1,700 kilometers from the plant, according to the science ministry.

3. Not to defend Tepco, but

I find this claim a little hard to believe, since the prevailing winds in Japan just don't blow from Fukushima to Okinawa. I would suspect that the Okinawa cesium, at least, came from another source, maybe one upwind from the island prefecture, that is, from the Asian mainland.

Also, I had the soil in my yard, 100 miles south of Fukushima Dai-ichi, checked for radiation levels, in late April and again in September. 20 microsieverts, and 16 microsieverts, respectively, which is slightly higher than normal for this area.
