This is politics, after all. It is a reduction of future increases...

"If the sequestration goes forward, defense spending will still increase by 16 percent over the next ten years. This is a “cut” only in the sense that it would otherwise go up by at least 23 percent."

My guess is the domestic cuts will not be so kind.

1. I doubt you'll find very many nominal cuts
That is, every department is going to have the same or slightly more dollars allocated, but the population will have grown and a dollar will be worth somewhat less -- 7.8% over 4 years is somewhat less than inflation.

6. This is frequently what is meant by spending cuts. A reduction in the RATE of increase.
Not a reduction in actual spending.
