1. Why? They are used when there is some government impropriety
What government actions call the PA State AG into question here?

3. No government actions that I know of but this is a criminal matter
that may be very far reaching...why not get someone independent in to investigate?

5. Unless something else shows up, I would be OK with someone from the State AGs office
Independent prosecutors are very expensive and I do not know if PA State law supports them.

6. I believe The U.S. Department of Education is launching an investigation.

This was told to Penn State yesterday afternoon. I, personally, believe it is at least in part the reason for Paterno's rather abrupt firing last night before the "committee" they'd planned to review his case had even met.

edit for clarity

7. That would make sense because there seems to have been
a violation of the Clery Act which requires these institutions to report incidents like this. I have had some experience with the Clery Act and I know that if the Dept of ED comes in, they involve the state AG and the local DA. Maybe that's enough to assure that this thing isn't dropped.

8. Yes, it is in regards to the Cleary act.
I dug up the link to the article I read regarding their investigation for you. http://www.chron.com/default/article/Feds-announce-probe-of-Penn-State-abuse-case-2261027.php
