Because it's the reverse numbering of PNAC's 9-11 joke, I waiting for the other shoe to drop, so to speak. During 9-11, NORAD was conveniently conducting a test and wasn't available to stop the planes from hitting the WTC. I expect since a nationwide test is being performed, there'll be another "whoops!" moment.
