Deadbeat state: Ill. owes billions in unpaid bills. This is more screwing of the business community
Small businesses cannot get paid for services rendered, while banks sit on the money too.



SPRINGFIELD, Ill. (AP) — Drowning in deficits, Illinois has turned to a deliberate policy of not paying billions of dollars in bills for months at a time, creating a cycle of hardship and sacrifice for residents and businesses helping the state carry out some of the most important government tasks.

Once intended as a stop-gap, the months-long delay in paying bills has now become a regular part of the state's budget management, forcing businesses and charity groups to borrow money, cut jobs and services and take on personal debt. Getting paid can be such a confusing process that it requires begging the state for money and sometimes has more to do with knowing the right people than being next in line.

As of early last month, the state owed on 166,000 unpaid bills worth a breathtaking $5 billion, with nearly half of that amount more than a month overdue and hundreds of bills dating back to 2010, according to an Associated Press analysis of state documents.

2. It's not a Rahm issue. It's the state. Gov Ryan. Gov Blago Gov Quinn
Dems repubs and the state legislature. Rahm has nothing to do with how the state of IL pays it's bills. He is the mayor of Chicago.

Or, that is what i would imagine his reaction to be, as long as we're being technical. Sometimes humor doesn't work. Live, Laugh & Love amidst the storm clouds!

The unwashed 99% (that's me) find that picture worth repeating at the slightest provocation. He IS a Spectacular specimen of a Human Being, isn't he. I'll bet he steps right up to try to help his fellow Illinoisians fix this mess.

6. this is nothing new in illinois..
this has been going on for years under the democrats and republicans. it`s become an accepted practice that you will not be paid on time and everyone who can adjusts to the fact.

hell the state owes my wife 3 years of pay raises.
