4. WHO shifted the blame ???
Take a look at the bylines on these two stories.

Colin Moynihan is a Lower East Side reporter and, according to some Google links, he's been arrested a couple times covering various protest stories.

By 7:19, Al Baker got his hands on the story. Al is the NYT Police Bureau Chief. If he did nothing more to the story than change the first sentence, that was enough.

Wonder if anyone here had an agenda to work ??
